Unfortunately, they often get a cookie-cutter solution that has been copied and pasted from the last 10 designs, does not meet their specific needs, and often wastes 10 – 20% of the total cost.

I highly recommend a school district hire a talented IT manager that is very diverse. This manager should be able to get their feet wet in database, networking, security systems, CATV, VoIP, and more. However, it’s not necessary for them to master everything. This is where its a good idea to have a specialist in software and networking. Once this foundation is in place, your team can work together to decide what they need, want, and don’t want.

When the IT team has a pretty good idea about what upgrades are required, it’s time to contact a company that not only designs the systems, but also has actual experience installing the systems. Many school districts make the mistake of hiring an “engineer” that specializes in voice, data, and fiber cabling to design the audio/video, networking, and security systems. This is NOT their field of expertise. This is like going to a chiropractor to perform surgery on your foot. Don’t get me wrong; they are very good at cable design. However, the school district deserves more experience. Let’s be honest; technology grants are not awarded every year. It’s very important to spend them wisely.

When you are contacting companies to provide a solution, it’s a good idea to limit the contractors to about three. One contractor should be able to install the audio/video, CATV, paging, and security systems. Another can handle the phones and networking. Lastly, you need a good cabling company. Although the networking and phone contractors can offer cabling, it’s possible their price will be a little higher than a company that only specializes in cabling. The benefit to giving the network contractor the cabling work is it’s probably going to get done with less problems. If you manage to find a company in your area that is talented enough and cost effective to provide a turn key solution for the entire project, then you have it made. There will be much less management and coordination problems on your part. It’s OK if that contractor needs to sub-contract out a few simple things such as commissioning of the security system. This is completely understandable so long as they are not sub-contracting the majority of the project.

My final recommendation is to make sure you can support what you are installing. If you decide to spend extra money on specialized options like a fully integrated security system with active mapping and automatic camera pop-ups, are you going to pay for someone to watch a monitor all day long? If you pay for a digital signage system, do you have someone that will program and update it on a regular basis? Many schools that have spent money on wonderful features simply forget about them because they do not have the budget to continue to utilize those features. Technology is great, and can make your school district much brighter and more efficient. Just try to make it a point to coordinate as much as possible with your IT department. They are the ones behind the curtain keeping everything working.

The laptops will have a 500MHz processor, 1GB of memory and an innovative dual-mode display that can be used in full-color mode, or in a black-and-white sunlight-readable mode. Power for the new systems will be provided by electric current, batteries or by a windup crank attached to the side, since many countries do not have power in remote areas. The systems will be Wi-Fi and cell phone-enabled and will include four USB ports for connectivity. “The idea is simple. It’s an education project that will make online education a simple reality.”

Armenia is a country with 1,600 years of literary tradition. The Armenian Soviet Socialist Republic was at one time known as the “Soviet Silicon Valley” since 40% of the mainframes of the entire USSR were produced there and there was so many people employed in the computer industry. As Armenia emerged from independence from the Soviet Union, Armenia was once again on the path to recovering its tradition of education, technology and progressive thought. The IT sector was one of the first industries to regain a foothold in the early 1990s. Numerous software companies started to be formed in Armenia. By the early 2000s, many companies found Armenia to be an attractive country for IT outsourcing.

With a traditionally highly-educated populous, Armenian firms were able to provide reliable and innovative solutions for all types of software projects. In this world, where everyone is trying to earn its living or is running after the success, nobody has any leisure time. They have made their lives “machine” to earn their livelihood and for this purpose, they worked all the time without considering the difference between day and night. Understanding the Boundary Between Education and Literacy

The Title is self-explanatory. Let’s clear our concepts first;

What is Literacy?

Literacy is the ability to read, write and express ourselves. The key to literacy is reading development, a progression of skills that begins with the ability to understand spoken words and decode written words, and culminates in the deep understanding of text.

What is Education?

I define Education as the capability to use the ability to express ourselves. This is one line definition of education. Education is the application of literacy, not just the literacy.

A person can’t say that “I am educated because I know how to read, write and express myself.”

Coming to my point, Are we really getting educated or just literate? People pursuing great degrees are still left unemployed. Students with great minds and talents are unemployed and maximum number of unemployment can be seen in engineering. Why is this? The answer to all these questions is THEY ARE JUST LITERATE, NOT EDUCATED.

They lack skills because they just know to express themselves but they don’t know how to express, why to express and what to express. Education involves whole methodology of applying skills, to foster development and exploring new ideas.

Now, coming to India’s education system, I believe that India is focussing on its academics but not in proper manner. Children here are characterized on the basis of their grades, marks and how much they know, not on their talent, skills and how much they discover the undiscovered. The children who have knowledge are intelligent but the children who discover and explore knowledge are called to be wise and genius.

Taking an example, Albert Einstein found no profit and interest in knowing history and learning those dates, left one of the best schools by giving fake medical certificate of nervous breakdown and started discovering the undiscovered, exploring the unexplored and fostering the science and technology not for anyone else but for himself, for getting inner satisfaction and peace. He is one of the best scientists who brought a new look to the era of science.

The people in India who are extremely talented and skillful, leave the country for getting better jobs and opportunities in foreign cities. Why this happens? What is the reason? What makes people and talents of India to leave such a wonderful country? Is this because of outer fantasies, glories or fame? No, the answer is, India lacks in its education system which makes Indian talents to settle outside.

India is a democratic developing country. India is developing constantly in its academics but in wrong way. We are just getting LITERATE, not EDUCATED.

Special Education and No Child Left Behind: Mandated High Stakes Testing

Special Education and No Child Left Behind (NCLB) are related in several ways. Due to the requirements established in the 2001 NCLB law the vast majority of special education students are required to participate in your district and state annual assessments. This is not a decision the special education teacher has made or often condoned; it is required unless your child is extremely impaired and has not been exposed to the core content standards. There are very rigid laws regarding the assessment process so it is important to check the Accommodations and Modifications Section of your child’s IEP to make sure your child has all of the needed testing accommodations.

You may have noticed a lot of talk in the media about state waivers for portions of the NCLB regulations. Many states have requested to receive a waiver that will allow for a little more flexibility in some of the regulations while increasing their accountability. One of the regulations where flexibility may be granted is in assessing students on multiple measures rather than on one test score. This is good news for special education students who often struggle with high stakes tests because they are being assessed on material that they have not learned or been exposed to due to their disability and their educational needs.

I remember a conversation I had with an Assistant Superintendent about this issue. I was trying to explain the educational damage (let alone the emotional damage) I was likely to inflict on one of my 5th grade emotionally disturbed students who also had extreme dyslexia when I put a 5th grade reading assessment in front of him and told him he had to complete it independently (because you cannot read portions of the reading assessment to children as you can for a math or a science assessment). I remember asking her, “What helpful information could possibly be gained from this endeavor?” and her response was, “Well if he raises his score under “Insufficient” he could be proud of that and we’d know you taught him something about reading”. I know she was only doing her job, but she obviously did not understand that if he raised his score it was likely because he guessed well as he could not read any of the content or questions placed before him.

At this point, my hope is that states will look at assessing children with special needs in a way that is meaningful to them, their parents and their teachers. Assessment is an important tool in special education, and it must be meaningful to effect growth and learning. Since these waivers are new how this will unfold is an unknown. For this reason, it is important to make sure that your child receives appropriate accommodations during high stakes testing. This means that your child has to have been receiving these accommodations throughout the year for regular class work and testing. I generally recommend the following accommodations, although they must be based on the educational needs of your child; extended time or unlimited time to complete the test, testing to occur in a small or 1:1 environment free from as much distraction as possible, testing to be administered by a familiar adult, frequent breaks, repetition of directions, use of manipulatives, test questions and directions to be read orally (where allowed) and/or the use of a scribe or use of assistive technology (where allowed).
